The Hollow Men by [archiveofourown.org profile] lettered
Gen; Bruce&Steve; PG-13; 25254 words
Summary: Steve goes to Uganda, ostensibly to fetch Bruce, who still doesn’t want to join the Avengers. Steve tries to figure out how to do the right thing; they both try to find their place in the world.

Both the setting with its ethical and political issues as well as the characters themselves are handled with great care, thought, and complexity. The story is just beautiful. This is exactly the Bruce I saw when I watched the movie, fully-fleshed and in-depth. And her Steve (seen through Bruce's eyes) is intriguing, too.

This is part 2 in the Responsible Science series of which I already recced part 4, The Kids Weren't Alright. The other two parts are well worth reading too, but those two are my favorites. The stories can be read out of order. Actually I think that having read part 4 first enhanced my enjoyment of this one in some ways.
