I finally got around to watching a couple complete episodes the past few weeks.
It did nothing for me whatsoever. Yes, they have some superficially interesting characters but they don't do anything with them. In terms of character interactions and plot, with the way the thing was spastically edited, the stories felt like nothing more than series of sound-bites, snapshots, strung together. Individually sorta interesting, but not coming together to from a whole worth a damn.
IMO it makes the annoyingly uneven Bones look pretty good by comparison -- at least they know how to slow down every so often and have real conversations.
Back to NCIS, the presumably studly guy (of the two younger males) who in clunky fashion spars with the tough female (Israeli?) agent, is a truly annoying character. He's cocky, but rather than in an endearing, or ironic, or even somewhat justified-by-his-prowess manner -- he comes across as relatively useless, almost a bufoon. Why is he on this crack team?
