I haven't watched the first two eps yet so I don't know about those, but I'd definitely say it catches up over the course of the short season. They're doing interesting plotlines about the community and the business of keeping the airline afloat, and I find most of the characters really interesting.
Ep 3 was the first I watched and I was rolling my eyes a bit at some of the cliches in the plot, but somehow the ep did something with it, and by the end I was smiling all over my face. Which had a lot to do with Adam Beach. I watched the early eps for Adam Beach. Heh. (I got to get me that season of L&O where he's in...)
